This R&D provides resources on the regulation of e-cigarettes.  Electronic cigarettes, known as e-cigarettes, are battery powered devices that simulate smoking, but give off vapor instead of cigarette smoke.  Users get the same nicotine high from using an e-cigarette that they would from smoking a regular cigarette.  Proponents argue that they are less harmful than cigarettes and help people quit smoking, but opponents say that they need to be regulated by the Food and Drug Administration (FDA) and are a vehicle for making smoking behaviors look appealing to non-smokers (especially minors).  The FDA has recently proposed several rules for e-cigarettes, including age and sales restrictions.

This week’s R&D breaks down the future of North Atlantic Treaty Organization (NATO).  Established in 1949 in the early stages of the Cold War, NATO was part of the U.S. containment strategy against the Soviet Union and was meant to deter Soviet aggression toward Western Europe.  With the Cold War now over, NATO has struggled to define a new mission for itself.  However, recent actions by Russia in the Ukraine may give NATO a renewed sense of purpose in the twenty-first century.

Today’s R&D covers genocide prevention.  This year marks the twenty-year anniversary of the Rwandan genocide of 1994 and yesterday the United Nations offered an apology for not doing more to stop it.  As ethnic violence continues to plague parts of the world today, international actors are openly discussing what steps can be taken to prevent future genocides.

This R&D covers the resignation of Health and Human Services Secretary Kathleen Sebelius.  Sebelius, a former governor of Kansas, announced her resignation from the Obama administration last week.  She had taken severe criticism from media outlets and conservatives over the botched rollout of the Affordable Care Act.  There are now rumors that Sebelius is considering a run for a Senate seat in Kansas this fall.

This R&D provides a general overview of U.S. foreign policy issues.  One of the big themes of 2014 has been the Obama administration’s foreign policy setbacks in dealing with Russia, Libya, the Israeli-Palestinian peace process, and Saudi Arabia.  Republicans have taken the administration to task for showing weakness, a charge that the Obama administration and Secretary of State John Kerry deny.  The Obama administration points out that America has improved its ties with Southeast Asian nations, has made substantial progress with Iran over its nuclear program, and has helped facilitate a successful Afghan presidential election.

This R&D provides resources on Brazil’s “pacification” program.  The program’s goal is to enhance security for the 2016 Summer Olympics and World Cup by sending police officers and soldiers into Rio’s slums.  Critics argue that the campaign is violating the human rights of the poor and causing higher levels of crime in other parts of the city.

This R&D provides articles and resources on French President Francois Hollande’s reaction to recent local elections.  After his Socialist Party suffered defeats at the hands of the right-wing National Front and conservative UMP, Hollande has replaced the country’s prime minister, Jean-Marc Ayrault, and brought in the mother of his four children, Segolene Royal, as minister of the environment and energy.  Hollande’s approval ratings have fallen due to his failures to revive the French economy and lower the country’s 11% unemployment rate.

This R&D provides resources on President Obama’s recent visit with Pope Francis that took place last week in Vatican City.  The meeting was of interest to political observers due to Catholic concerns about the Affordable Care Act and President Obama’s support for abortion rights and gay marriage. President Obama claimed that he and Pope Francis discussed world peace and solving global poverty, but the Vatican said that the two men discussed religious freedom and immigration reform.  This was the second meeting between President Obama and a sitting pope, as he met with Pope Benedict XVI in July 2009.

This R&D provides resources on President Obama’s proposal for a Energy Security Trust Fund which would use taxes generated from oil and gas production and/or consumption to supply $2 billion for renewable energy research over the next ten years.  This is viewed by the President as a way to combat America’s dependence on foreign oil and uses the model of the current gas tax that pays for upgrades in infrastructure.

This R&D provides resources about student protests that have broken out in Taiwan in response to the Taiwanese government considering a trade pact with China.  China continues to claim Taiwan as a piece of its territory under the “one China” policy, while Taiwanese nationalists continue to assert that they should be recognized as an independent entity.  China’s Nationalists fled to Taiwan in 1949 after they lost the Chinese Civil War to Mao Zedong’s Communist faction.
